업로드/다운로드를 제한하는데, proxy방식을 사용한다고 합니다.
어떻게 쓰는 지 모르겠어서, 설명을 옮겨놓습니다.
This program allows you to limit upload and download bandwith that is used by applications, the program acts as a Socks4 proxy server.
The program where you want to use the application with should support a Sock4 proxy server.
